Upon recommendation of the Superintendent of Schools, the Fiscal and Planning Committee presents the following resolutions for the Board’s consideration:

F-1.     That the Treasurer’s Report dated March 31, 2017 be accepted.

F-2.     That the Secretary’s Report dated March 31, 2017 be accepted.

F-3.     Pursuant to N.J.A.C. 6A:23-2.11(a), I certify that as of March 31, 2017 no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district Board of education pursuant to N.J.S.A. 18A:22-8 and 18:22-8.1.

Pursuant to N.J.A.C.6A:23-2.2(h), we certify that as of March 31, 2017 after review of the secretary’s monthly financial report (appropriations section) and upon consultation with the appropriate district officials that to the best of our knowledge no major account or fund has been over-expended in violation of N.J.A.C. 6A:23-2.2(d)3 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. This certification is solely based on the information provided by the School Business Administrator and Interim Board Secretary and is assumed by the Board to be correct.

J. Grievance/Negotiations

K. Operations Committee Resolutions

Upon recommendation of the Superintendent of Schools, the Operations Committee presents the following resolutions for the Board’s consideration:

O-1. Pursuant to N.J.S.A. 18A:41-1 and P.L. 2009, Chapter 178, approve the following security drill and bus evacuation reports for the 2016-2017 school year, in accordance with the information in the hands of each Board member.

O-2. Approve proposal for renewal of Board’s contract with Aramark and lunch prices for the school year 2017-2018: The Board of Education finds that ARAMARK services are being performed in an effective and efficient manner. The price increase does not exceed the Index Rate and the other terms and conditions of the contract shall remain substantially the same. This information is in accordance with the information in the hands of each Board member: (1) one hundred seventy-five (175) service days for all schools and staff; (2) current enrollment is 7,368 students for the 2017-2018 school year; (3) there is no change in state or federal reimbursements; (4) continued availability of government food commodities at the same quantity, quality and variety as for 2017-2018; (5) there is a $0.10 price increase for paid breakfasts and $0.10 for paid lunches at all grade levels. This increase is in line with the guidance issued by the Department of Education; (6) increases in food costs average 3% due to current market trends, increase in dairy products and decreased availability of government commodities rebate and processing programs; (7) increase of 3% (average) in payroll costs to keep in step with the competitive labor market and the local prevailing wage scales in the food service industry; (8) increase in ARAMARK’s administrative ($0.1402) and management ($0.0537) fees due to CPI being 1.5%; (9) to recommend to the Board of Education of the Township of Union School District to reappoint ARAMARK for the food service management for the 2017-2018 school year as permitted by law; (10) an unlimited guaranteed return of $228,000 as per section 16F, in accordance with the information in the hands of each Board member.

O-3. Approve authorization to EI Associates to submit all necessary plans and paperwork to the Department of Education concerning the ceiling, lighting and fire alarm replacement at Union High School to serve as an application to the Office of School Facilities and an amendment to the District’s Long Range Facility Plan. This is an “Other Capital” project and the District is not seeking State funding but will fund the project through the District’s Capital Reserve (Fund 12) Account.

O-4. Approve authorization to EI Associates to submit all necessary plans and paperwork to the Department of Education concerning window replacement at Burnet Middle School, Livingston Elementary School and Union High School rec gym to serve as an application to the Office of School Facilities and an amendment to the District’s Long Range Facility Plan. This is an “Other Capital” project and the District is not seeking State funding but will fund the project through the District’s Capital Reserve (Fund 12) Account.

O-5. Approve request from Class of 2017 Advisors for use of main gym at Union High School for the NFL Pros vs. Union High School All-Star Game to be held on May 12, 2017 at 6 p.m. to TBD. The money raised will be donated to the Union High School Class of 2017, in accordance with the information in the hands of each Board member.

O-6. Approve request from Athletic Department to hold a Volleyball Tournament in the main gym of Union High School as a fundraiser for the Volleyball Team on Saturday, April 29, 2017 or a date in May to be determined, in accordance with the information in the hands of each Board member.

O-7. Approve Change Order #3 –Boiler Replacement at Union High School to replace the existing three (3) louvers to match the new combustion air louver, in the amount of $1,967, in accordance with the information in the hands of each Board member.

O-8. Approve Change Order #4 –Boiler Replacement at Union High School to extend the blowdown drain piping to the sump pump pit, in the amount of $5,000, in accordance with the information in the hands of each Board member.

Approval be given to amend the list of students removed from the rolls [two (2) students exited from March 1st through March 31, 2017 (1 from elementary and 1 from high school) or a total of forty-one (41) students for the 2016-2017 school year] who are not domiciled in this school district and four (4) students who will be allowed to complete the 2016-2017 school year, in accordance with the information in the hands of each Board member.
