    Superintendent’s Report of Harassment, Intimidation and Bullying (HIB) for the period June 17, 2026 to July 21, 2026, in accordance with the information appended to the agenda (no vote required; for reporting purposes only).

E-1-1A.    AFFIRM SUPERINTENDENT’S DETERMINATION OF HIB
    Affirm the Superintendent’s determination of Harassment, Intimidation and Bullying (HIB) for the periods June 10, 2026 to June 16, 2026, in accordance with the information appended to the agenda.

E-2.    APPROVE BI-ANNUAL REPORT – NJDOE – HIB
    Approve the Township of Union Public Schools bi-annual report presented by the Superintendent as required by the New Jersey Department of Education (NJDOE) of Harassment Intimidation and Bullying (HIB).  The report provides the public with information collected from January 2026 through June 2026, as well as the number of incidents per school building, status of investigations, HIB investigators, nature of the HIB reports and the discipline resulting from the report findings.  The HIB report also includes all training of school district personnel, building programs and assemblies during that time period.

E-3.    APPROVE AFFILIATION AGREEMENT – RUTGERS UNIVERSITY
    Approve Clinical Affiliation Agreement – Graduate Nursing Program between Rutgers School of Nursing-Camden and the Township of Union Public Schools, for the 2026-2027 school year, in accordance with the information appended to the agenda.

    Approve refusal of Perkins funds for the 2026-2027 school year based on the New Jersey Department of Education (NJDOE) criteria.

E-9.    APPROVE PARTNERSHIP WITH STUDENTS 2 SCIENCE
    Approve partnership with Students 2 Science to support elementary school virtual STEM labs at a cost of $25,000.00 to be paid for using Rackspace grant funds for the 2026-2027 school year, in accordance with the information appended to the agenda.

E-10.    APPROVE HOME SCHOOLED STUDENTS TO PARTICIPATE IN ATHLETIC PROGRAM
    Approve M.S. and A.S., Union High School students, who are home schooled, to participate in high school sports during the 2026-2027 school year.

E-11.    APPROVE KEYNOTE SPEAKER 
    Approve JC Pohl of Teen Truth to serve as a keynote speaker at the Township of Union Public Schools convocation on September 1, 2026, at a rate of $3,950 to be paid using the Federal Grants Accounts, in accordance with the information appended to the agenda.

            Pursuant to N.J.A.C. 6A:23-2.11(a), I certify that as of June 30, 2026 no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district Board of education pursuant to N.J.S.A. 18A:22-8 and 18:22-8.1.

            Pursuant to N.J.A.C.6A:23-2.2(h), we certify that as of June 30, 2026 after review of the secretary’s monthly financial report (appropriations section) and upon consultation with the appropriate district officials that to the best of our knowledge no major account or fund has been over-expended in violation of N.J.A.C. 6A:23-2.2(d)3 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.
